| Price signals in the Balkans continue to show a dramatic increase for next year, with bids for tenders in Kosovo and Macedonia above German prices. Meanwhile, five companies have bid in a tender to supply Kosovan power utility KEK for 2007 and the first quarter of 2008, in 23 lots. This is the first time KEK has called this type of long-term offer. Five companies bid, including EGL and Energy Enterprise of Switzerland, EFT from the UK, Czech company Ezpada and Germany’s OstElektra. While Energy Enterprise bid EUR 47.00/MWh for all 23 lots, the other bids varied from EUR 58.50/MWh from EGL to EUR 150.00/MWh from EFT, which a spokeswoman described as “beyond any expectation”. However, she told Heren Energy: “The budget for imports for 2007 and the first three months of 2008 has still not been obtained, even though KEK has earlier presented its needs to the relevant institutions.” KESH in Albania already faces an increase of around two-thirds for 2007, while tenders in Greece, Slovenia, Croatia and Montenegro have been cancelled on the basis of high prices offered. In Macedonia, regional newswire SeeNews reported that the average price offered to MEPSO, the national transmission system operator, was EUR 74.2/MWh for December ’06 Baseload. The tender is for 210 MW of Baseload power, or 156.2 GWh, although the bids offered came to 50 GWh in total. There were five bidders, including ETC Hellas from Greece, Sempra and EDF Trading, both based in the UK, Istrabenz Gorenje from Slovenia and CEZ Srbija. The price varied between EUR 67.00/MWh and EUR 80.00/MWh. The bids to supply power in 2007 are not yet known. Bulgaria is one of the largest exporters to the Balkans region, but it must decommission two 440 MW units of the Kozloduy nuclear power plant at the end of the year as part of its accession deal to the European Union. The country has stated that it will stop exporting in 2007, which will leave the region short of power. In addition, it has been reported that Ukraine intends to raise its export prices for 2007, leading to further concern over how the region will afford rising prices.
