    Transelectrica, the Romanian power grid operator, has announced a 5.39% rise in the average tariff for transmission, bringing the current price from Romania New Lei 16.13 (�3.87)/MWh to New Lei 17.00/MWh. The increase, along with a 2.99% hike in the system service tariff, was decided by Romanian energy regulator ANRE, and came into force at the beginning of the year. Transelectrica transmission revenues are regulated by a revenue cap methodology, and the new prices reflect the drop in internal usage over 2009. Power consumption fell 10% over the first nine months of 2009, due to the economic slowdown, according to Iuliana Mocanu, an analyst at Raiffeisen Capital & Investment (RCI). "Due to the regulatory framework, transmission prices are supposed to take into consideration, among other factors, inflation and also the movement in quantities transported," he told ICIS Heren. "Therefore, the current hike should also reflect the drop in annual consumption." The fee for the services provided by Opcom, the Romanian power market operator, remained unchanged at New Lei 0.30/MWh. Transelectrica, whose majority stakeholder is the Romanian Economy Ministry, recorded a net profit of New Lei 11.46m in the first nine months of 2009, nearly 12 times lower than its results in the previous year, according to local reports.
