Registration to the Centralized Market for Electricity Bilateral Contracts and specific documents for Fuel Processing Mechanism (CMBC-FP)
- On the Centralized Market for Electricity Bilateral Contracts - Fuel Processing Mechanism (CMBC-FP), the following categories are allowed to register:
- Holders of license for electricity supply or economic organizations that fulfill the provisions of art. no. 10 (5) from the Regulation for licenses and authorizations issuing in electricity domain, approved by ANRE Order no. 48/2013;
Holders of license for commercially exploitation of the production capacities of electricity;All applicants will file to OPCOM a letter of intention to register as Participant to Fuel Processing Mechanism CMBC-FP, accompanied by following documents:
- The participation Agreement on the Centralized Market for Electricity Bilateral Contracts – Fuel Processing Mechanism, two originals signed and stamped by legal the representative;
- In case the applicant is already registered to another electricity centralized market, will file the documents, if necessary, specific to the Centralized Market for Electricity Bilateral Contracts – Fuel Processing Mechanism, accompanied by affidavit stating all documents filed in the previous registration process/processes are fully applicable and requires no update;
- In case the applicant is not already registered to another centralized electricity market, will file the documents specific to Centralized Market for Electricity Bilateral Contracts – Fuel Processing Mechanism, in accordance with the Procedure regarding participants’ registration at centralized electricity markets administered by OPCOM S.A.
Steps to be followed by applicants during registration process as Participant to Centralized Market for Electricity Bilateral Contracts – Fuel Processing Mechanism:
1. Submission of a letter of intent to OPCOM, accompanied by documents specific to electricity centralized market (if appropriate);
2. Payment of the invoice corresponding to the payment obligation for the CMBC-FP regulated tariff – component of registration (if appropriate).
Documents specific to the Centralized Market for Electricity Bilateral Contracts – Fuel Processing Mechanism:
- Procedure regarding participants’ registration at organized electricity markets administered by OPCOM S.A.
- Regulation (consolidated form) for the modalities of concluding electricity bilateral contracts by means of Extended Auctions Mechanism and Continuous Negotiation Mechanism and by means of processing contracts, approved by ANRE’s order no. 78/2014, subsequently amended and supplemented:
- ANRE Order no. 27 of March 31, 2021, amending and supplementing some orders of the President of the National Energy Regulatory Authority
- ANRE Order no. 65/31.03.2020 for amending and supplementing of some orders of ANRE president in the electricity field
- ANRE Order no. 50 of 10 aprilie 2019 concerning amending the Annex to the Order of the President of the National Regulatory Authority no. 78/2014 for the approval of the Regulation regarding the modalities to conclude the electricity bilateral contracts by means of Extended Auctions Mechanism and Continuous Negotiation Mechanism and by means of processing contracts, published in the Official Journal no 344/ 6 May 2019
- ANRE Order no. 78 din 14 august 2014 concerning the approval of the Regulation for the modalities of concluding electricity bilateral contracts by means of Extended Auctions Mechanism and Continuous Negotiation Mechanism and by means of processing contracts
- The Agreement for participation in the bilateral contract markets, the form applicable starting from 20.12.2022
- Addendum to Participation Agreement on the Centralized Market for Electricity Bilateral Contracts – Fuel Processing Mechanism,- meant to record the change of the identification data of the market participants
- Procedure concerning the proceedings to trade on the Centralized Market for Electricity Bilateral Contracts – Fuel Processing Mechanism, applicable starting with 01.07.2021
- Framework Contract for fuel processing on CMBC-FP, applicable starting with 01.07.2021
- Tariffs applied by the centralized electricity markets administered by OPCOM S.A.
- Model for initiating fuel processing offer, applicable starting with 01.07.2021
- Model for response offer to the initiating fuel processing offer.
