Registration to the Centralized Market for Electricity Bilateral Contracts and specific documents for Continuous Negotiation Mechanism (CMBC-CN)
On the Centralized Market for Electricity Bilateral Contracts - Continuous Negotiation Mechanism (CMBC-CN), can register:
- License holders in the domains of electrical energy,
- Private Person or Legal Entity, according to the law, that can carry out activities in the energy sector without holding a license granted by ANRE, namely legal entities that resides in an EU member state whose rights to participate on power exchange markets in Romania were confirmed by ANRE.
Applicants who are not registered to one of the organized term electricity markets managed by OPCOM S.A. will send the following documents:
- Participation Agreement on the Bilateral Contracts Markets, two original copies signed by the legal representative or one digitally signed copy;
- A letter of intent regarding registration as a Participant on the bilateral contracts markets, respectively the Centralized Market of bilateral electricity contracts - the trading method according to which the contracts are awarded through continuous negotiation - CMBC-CN, accompanied by the specific documents of the Procedure regarding the registration on the organized electricity markets managed by OPCOM S.A.;
- If the applicant is registered to another organized electricity market, he will submit a letter of intent accompanied by a self-responsibility declaration according to which the documents submitted in the previous registration process/processes are in force, fully applicable and do not require updating and the documents specific to the Centralized Market of bilateral electricity contracts - the trading mechanism according to which the contracts are awarded through continuous negotiation, according to the Procedure for registration in the organized electricity markets administered by OPCOM S.A.
If the applicant is already registered to one of the organized term electricity markets (CM-OTC, CMBC-EA-flex, CMBC-FP, CMUS, LCM and CMLT) administered by OPCOM S.A., will send a letter of intent accompanied by the additional documents, if applicable, specific to the Bilateral Contract Markets, respectively the Centralized Market of Bilateral Electricity Contracts - the trading method according to which the contracts are awarded through continuous negotiation, accompanied by a self-responsibility declaration according to which the documents submitted in the previously registration process/processes which are in force, fully applicable and do not require updating;

We announce the extension of the transitional period for submitting the signed Participation Agreement on the bilateral contracts markets, in its applicable form starting with 27.04.2023. The exact deadline will be announced in due time.

IMPORTANT : Maintaining the participant status on CMBC-CN
Following the implementation of the provisions of ANRE Order no. 12 of March 16, 2023 for the approval of the Regulation regarding the organized trading framework on the organized term electricity markets administered by the Romanian Electricity and Gas Market Operator OPCOM - S.A., published in the Official Journal No. 258 of March 28, 2023, the provisions in force as of April 27, 2023 of the Agreement for participation in the bilateral contract markets are fully applicable to registered participants on this market. Participants registered at CMBC-CN who do not accept the provisions of the Agreement for participation on the bilateral contract markets in the form applicable starting from 27.04.2023, may decide to terminate the applicability of the Agreement for participation, in compliance with the provisions of the specific operational procedures.
Until 30.09.2023, the participants registered at CMBC-CN will have to submit the Agreement for participation on the bilateral contract markets signed in the form applicable starting from 27.04.2023
