During 1998-1999, the legal framework needed for the liberalization process of the electricity market in Romania was set up. According to the provisions of the European Directive 96/92/EC, the Romanian Energy Regulatory Authority - ANRE was established and the main elements of the market secondary legislation were issued.

The Romanian Power Market Operator - Opcom S.A. was established in August 15th, 2000 based on the Government Decision No. 627/2000, as a joint stock company subsidiary of the Romanian Transmission and System Operator - Transelectrica S.A. and fully owned by it. Beginning with September 2000, the Romanian electricity and ancillary services wholesale market is administered by Opcom S.A., based on the condition of the primary legislation in force.
