The Market surveillance department is placed under direct CEO coordination and fulfils its activity alongside the two operational procedures provisions, which comply with provisions of both „Electricity wholesale market commercial code” and „Electricity wholesale market monitoring methodology towards competition level assessement and prevent of the dominant position abuse”: „Operational procedure regarding the surveillance of the administererd electricity markets, participants behaviour and anticompetitive actions detect” and „Operational procedure regarding public and private information related Romanian electricity market placed under the OPCOM responsibilities”.
- Market Surveillance internaly reports in regular basis (daily, weekly, monthly) as well as anytime is needed on the aspects belonging to the administered markets operation, results and monitoring conclusions;
- Market surveillance reports externally to the regulatory authority in regular basis (daily, weekly, monthly) as well as anytime is needed, regarding exceptional events encountered in administered markets’ administration, regarding performance and concentration indicators as well as market participants behaviour. The reports include both primary data (input/output trading processess data) and analyses and interpretations regarding markets evolution, synthesised within the weekly and monthly reports.
Evolution Reports on administered markets’ performance (monthly and weekly) were enhanced in 2009 by adding additional data and graphics which corelate evolutions registered on the electricity markets administered by OPCOM. Meanwhile, assessements on administered markets’concentration indices are delivered.
