Registration to the Centralized Market for Electricity Bilateral Contracts and specific documents for Extended Auctions Mechanism (CMBC-EA)
- On the Centralized Market for Electricity Bilateral Contracts and specific documents for Extended Auctions Mechanism (CMBC-EA), the following categories are allowed to register:
- License Holders in the energy sector;
- Private Person or Legal Entity, according to the law, that can carry out activities in the energy sector without holding a license granted by ANRE, namely legal entities that resides in an EU member state whose rights to participate on power exchange markets in Romania were confirmed by ANRE.
All applicants will file to OPCOM a letter of intention to register as Participant to Extended Auctions Mechanism CMBC-EA, accompanied by following documents:
- The participation Agreement on the Centralized Market for Electricity Bilateral Contracts – Extended Auctions Mechanism, two originals signed and stamped by legal representative;
- In case the applicant is already registered to another electricity centralized market, will file the documents, if necessary, specific to the Centralized Market for Electricity Bilateral Contracts – Extended Auctions Mechanism, accompanied by affidavit according to all documents filed in the previous registration process/processes are fully applicable and requires no update;
- In case the applicant is not already registered to another centralized electricity market, will file the documents specific to Centralized Market for Electricity Bilateral Contracts – Extended Auctions Mechanism.
Steps to follow by applicants during registration process as Participant to Centralized Market for Electricity Bilateral Contracts – Extended Auctions Mechanism:
- Submission of a letter of intent to OPCOM, accompanied by documents specific to electricity centralized market (if appropriate);
- Payment of the invoice corresponding the payment obligation for the CMBC-EA regulated tariff – component of registration (if appropriate).

- Framework Contract to sell-buy the electricity on CMBC-EA applicable for trades concluded starting with 23.04.2020;
- Procedure regarding participants’ registration at centralized electricity markets administered by OPCOM S.A.
- Procedure concerning amending the delivery profiles on the electricity bilateral contracts by means of Extended Auctions Mechanism and Continuous Negotiation Mechanism;
- Tariffs applied by the centralized electricity markets administered by OPCOM S.A.

Important: Maintaining the participant status on CMBC-EA
Following the implementation of Order no. 50/10 April 2019 regarding the amendment of the Annex to the Order of the President of the National Energy Regulatory Authority no.78/2014 for the approval of the Regulation regarding the modalities to conclude the electricity bilateral contracts by means of Extended Auctions Mechanism and Continuous Negotiation Mechanism and by means of processing contracts, published in the Official Journal no. 344 as of May 6 2019, the provisions in force as of 05.06.2019 of the Participation Agreement on the Centralized Market for Electricity Bilateral Contracts by means of continuous negotiation are fully applicable to the participants registered on this market since 05.06.2019.
CMBC-EA participants who do not accept the provisions of the Participation Agreement on the Centralized Market for Electricity Bilateral Contracts by means of extended auction in the applicable form starting with 05.06.2019, may decide to terminate the applicability of the Participation Agreement, in compliance with the provisions of the specific operational procedures.
