OPCOM: PCSU inregistrare engParticipants Registration to Centralized Market for Universal Service
License holder may register to the Centralized Market for Universal Service (Romanian abbreviation PCSU) as:
- Buyer-Participant – if designated by ANRE to provide the services of last resort supplier (FUI) under the terms of the law and the specific regulations. The FUI's participation in PCSU is voluntary for bidding to buy electricity to cover the electricity consumption of end customers serviced under universal service regime;
- Seller-Participant – producer/supplier (except FUI)/trader of electricity registered on the PCSU.
Applicants will submit to OPCOM a letter of intent to register as Participant in the PCSU, accompanied by the following documents:
- Participation Agreement in the PCSU, two original copies signed and stamped by the legal representative;
- In case the applicant is already registered to another electricity centralized market, will file the documents, if necessary, specific to the Centralized Market for Universal Service, accompanied by an affidavit that all documents filed in the previous registration process/processes are effective, fully applicable and requires no update;
- In case the applicant is not already registered to another centralized electricity market, will file the documents specific to Centralized Market for Universal Service, according to the Procedure regarding participants’ registration at centralized electricity markets administered by OPCOM S.A.
Steps to follow by applicants during registration process as Participant to the Centralized Market for Universal Service:
1. Submission of a letter of intent to OPCOM, accompanied by documents specific to electricity centralized market (if appropriate);
2. Payment of the invoice corresponding to the payment obligation for the PCSU regulated tariff – component of registration (if appropriate).

- Tariffs applied by the centralized electricity markets administered by OPCOM S.A.
- Unique Bailment Agreement for USB Token key necessary for access to trading platform, applicable as of 13th January 2025.
- User Guide for the centralized market for universal service IT Platform.
Note: In case of participant has already signed the unique Bailment contract for at least one of the markets, only the Annex to the Bailment contract is to be filled.
